This fee is due from anyone joining the new pool. The initiation fee is good until you decide to pay your pool dues and use the pool OR until the next buyer of your home chooses to pay pool dues and use the pool. If you pay your dues and use the pool, you will have to stay a current member for the initiation fee to transfer to the next homeowner.
